Die Implementierung von Maßnahmen und Instrumenten der Konzeption Schulautonomie in das Mehrebenensystem Schule aus neoinstitutionalistischer Sicht

  • Ziel der Forschung im Rahmen dieser Dissertation war es, die Implementierung von Maßnahmen der Konzeption Schulautonomie – im Speziellen jene der Selbstevaluation - in Bezug auf die Schnittstelle Formal- bzw./ Aktivitätsstruktur im Mehrebenensystem Schule hinsichtlich des Implementierungsgrads und des Implementierungsorts hypothesenleitend zu untersuchen. Im ersten Teil der Dissertation werden die wenigen, bereits vorhandenen Ergebnisse aus Studien und Untersuchungen dargelegt, welche erste Erkenntnisse zur Implementierung von Maßnahmen der politischen Rahmenkonzeption Schulautonomie über die jeweilige Schnittstelle Formal-bzw./Aktivitätsstruktur auf den unterschiedlichen Ebenen des Bildungssystems der deutschen Bundesländer liefern. Diese Ergebnisse werden hypothesenleitend hinsichtlich der Forschungsfragestellung anhand des Dreisäulenmodells von SCOTT (2001) (WALGENBACH/MEYER 2008, 57) auf der theoretischen Basis der Neoinstitutionalistischen Organisationstheorie interpretiert. Den zweiten, forschungspraktischen Teil der Dissertation bilden Gruppendiskussionsverfahren (BOHNSACK 2008) mit Lehrkräften, die an drei Grund-, Haupt/Werkrealschulen in Baden-Württemberg durchgeführt wurden. Diese befanden sich in unterschiedlichen Stadien der Durchführung der gesetzlich vorgeschriebenen Fremdevaluation. Die Gruppendiskussionsverfahren wurden anhand der dokumentarischen Methode (BOHNSACK 2008) in Bezug auf die Zielsetzung der vorliegenden Forschungsarbeit hypothesenleitend ausgewertet sowie interpretiert. Diese Ergebnisse werden mit den Annahmen zum Implementierungsgrad und Implementierungsort in die Formal- bzw. Aktivitätsstruktur von Maßnahmen der politischen Rahmenkonstruktion Schulautonomie auf den unterschiedlichen schulischen Organisationsebenen aus dem ersten Teil der Dissertation in Beziehung gesetzt.
  • The aim of the research conducted for the purposes of this dissertation was to examine the implementation of measures, specifically with regard to self-evaluation, as part of a concept for school autonomy relating to the interface between the formal and activity-oriented structural elements in the multi-level school system. This hypothesis-based investigation examines both the degree and the location of the implementation involved. In the first part of the dissertation, the small number of results already available from studies and investigations will be presented. These represent initial findings concerning the implementation of measures as part of a political concept for school autonomy relating to the relevant interface between formal and activity-oriented structural elements at different levels in the educational system of the German federal states. The hypothesis-based interpretation of these results, using the SCOTT (2001) and WALGENBACH/MEYER (2008, 57) three-pillar model and addressing the research issues here involved, is derived from neo-institutionalist organization theory. The second part of the dissertation consists of practical research findings in the form of the BOHNSACK, 2008 group discussion procedure with teachers, carried out at three primary/secondary modern/technical secondary schools in Baden-Württemberg. These schools were at different stages of implementation of legally-binding external evaluation processes. In the hypothesis-based evaluation and interpretation of the group discussion processes, the documentary method set out by BOHNSACK, 2008 has been used and applied to the targets set by the present research work. These results are discussed in the context of the assumptions made in the first part of the dissertation regarding the degree and the location of the implementation involved in the formal and activity-oriented structure of measures which are part of the political framework of school autonomy at the various school organizational levels.
